The activity of planning is an important component of Command and Control (C2),but the cognitive processes associated with human planning are not yet understood. This report reviews the research that has been done to date on planning to determine the concepts and theory concerning human cognitive processes in planning that might be extended into the context of the C2 domain. A particular focus is the role of computer assistance in planning. The report identifies several major factors that influence planning and that would need to be controlled in experiments studying C2 planning. It concludes by specifying important issues that should be addressed in research on C2 planning.
