Verification, Validation, and Certification Plan for the Strategic DefenseInitiative Organization Level Two System Simulator

The Level Two System Simulator (L2SS) is a tool being developed for the StrategicDefense Initiative (SDI). The L2SS will be used to experiment with and validate design concepts for elements of the Phase 1 Strategic Defense System (SDS) architecture and ensure that the various elements can meet the requirements of an integrated Phase 1 SDS system. The L2SS is one of a series of planned SDS simulators, each providing additional SDS Phase 1 analysis capabilities. This paper describes practices that can promote the application of advanced software test and evaluation (TE) tools, techniques, and methods for the L2SS. The paper examines the verification, validation, and certification (VVC) processes and products that could be used to assist in building and demonstrating confidence in the L2SS. The primary method used to derive these practices and processes was an analysis of literature discussing commonly accepted VVC principles. In addition, the study benefited from discussions with members of the L2SS software development community. The paper is intended to describe software test and evaluation requirements and guidelines that will be reflected in the L2SS Software Development Plan, and to provide a vehicle for documenting information related to the Test and Evaluation Master Plan.
