Navy Personnel Research and Development Center, in cooperation with the NavyOffice of Civilian Personnel Management, developed the Navy Civilian Personnel Survey (NCPS). In December 1989, NCPS was administered to a random sample of 3,629 Navy civilian employees. The number of usable responses was 1,958, about 54 percent of the original sample. The survey data were representative of the entire civilian work force at the 95 percent level of confidence, +/-5 percent error. NCPS examined attitudes in the following areas: recruiting, pay and benefits, job satisfaction, and training.
