HOUSE: Housing Options for United States Employees. A Decision Support System forAssessing Costs

This report presents the assumptions and calculations used in the Housing Optionsfor United States Employees (HOUSE) model. Appendix A is a user's manual. The model is used to determine the feasibility of privately financed housing for Federal employees. It compares the cost of a lease with the cost of providing the housing through appropriated fund construction. HOUSE considers seven possible alternatives to traditional appropriated fund construction, and compares them in terms of net present value, equivalent annual cost, and equivalent subsidy. It computes an expected lease cost which is sufficiently accurate for use as a Request for Proposals contract ceiling. HOUSE conforms to Office of Management and Budget Circular A-104 calculation rules. LMI recommends the use of HOUSE for Federal lease versus buy housing decisions.
