This research assessed the feasibility of consolidating the major DoD components' contracting organizations in Hawaii. Six primary factors were used in this analysis: the DoD environment, mission support, personnel costs, administration costs, procurement automation systems, and the vendor base. This assessment indicates that the DoD component contracting organizations in Hawaii should be consolidated. Consolidation will result in the unification of procurement expertise under one central organization. This pooling of expertise will result in improved efficiency and effectiveness created by the synergism among the procurement specialists. The main focus of the DRIS program has been to increase efficiency and effectiveness of operations by identifying and eliminating duplicate support services among DoD components and participating non-DoD agencies without jeopardizing mission readiness. The island of Oahu, Hawaii is a strategic location for major Navy, Army and Air Force commands. Due to the close proximity to each other of the DoD components on Oahu, there is a high potential to enhance efficiency and effectiveness by eliminating duplicate support services.
