This paper documents the creation of a pool of 174 biographical data items forAir Force enlisted selection and classification. An Organizational Adaptation Paradigm was created and used to guide time development. This paradigm assumes that in addition to task-related skills measured by traditional instruments such as the Armed Services Vocational Battery (ASVAB), organization (i.e., non-task-specific) skills are required to adapt to different organizational dimensions. The demands of the organizational environment are identified by a comprehensive Structure and Process Organizational Taxonomy (SPOT). For Air Force enlisted personnel, the skills necessary to adapt to each organizational demand were inferred and behavioral exemplars derived. Biographical items were then generated from these behaviors. The Organizational Adaption Paradigm and the SPOT are specifically applied to the Air Force in this project, and used primarily as a simple heuristic device for ensuring identification of a wide relatively comprehensive range of skills. However, it is argued that they are easily generalized to other organizations.
