The Naval Education and Training Command, headed by the Chief of Naval Educationand Training, is responsible for all shore-based training of Navy personnel. The Training Command is responsible for over 200 subordinate bases and, through 5 major functional commanders, trains and educates about 800,000 Navy personnel a year in over 3,200 courses. These courses include recruit training, initial skills and skills progression training, team training, some officer accession programs, and various other types of training and education. About 130 courses in this overall training effort contain segments that have inherent risks, such as water survival/diving, explosive ordnance disposal, special warfare operations, and flight training that expose instructors or students to stressful and sometimes dangerous situations in order to meet the training objectives. These courses have been classified as high-risk training.
