Analysis of the Navy's Permanent Change of Station Planning Process and MoveForecasting Models

摘要

This thesis provides a general overview and appraisal of the Navy's PermanentChange of Station (PCS) planning process, with an emphasis on PCS Move Forecasting Models. A study was conducted of all organizations with a role in the management and budgeting of PCS funds. Interviews were conducted with representatives from each organization in order to determine the flow of information between these organizations, and to identify the process involved in PCS management. This thesis further evaluated the PCS move models currently used to forecast PCS move requirements. Finally, this thesis evaluated a prototype model developed by the Navy Personnel Research and Development Center which attempts to quantify the impact of a PCS account reduction on personnel unit readiness.
