Best Value Contracting in the Procurement of Engineering and Technical Services

摘要

The purpose of this research is to define and discuss the 'best value' conceptand how it relates to the procurement of engineering and technical services. The research was conducted by a review of regulations and policy guidance, interviews with Government and defense industry personnel, and visits to Navy Contracting Activities that procure engineering and technical services. The intent of the study was to analyze how the 'best value' concept is currently implemented, problems with implementation, and to offer recommendations to improve 'best value' source selection. This study also recommends areas for future study that may further improve the use of 'best value' in the procurement of professional services.
