The presence of clutter in radar signals received over the rough sea surfacepresents radar engineers with a dual challenge. It can be exploited to obscure-the radar signature of a friendly target. However, when the detection of the target is essential, it is necessary to devise means to minimize the effects of sea clutter on target identification. Central to the objective to exploit or suppress the effects of sea clutter is the need for a comprehensive radio wave scattering theory that can be applied to surfaces (such as the air-sea interface) with a broad range of roughness scales. When the major contributions to the scattered fields come from the vicinity of the specular (stationary phase) points, the well known physical optics approach (based on the Kirchhoff approximations of the surface fields) provides results that are in good agreement with experimental data.
