This is the final technical report on a study of the surface layers at an air-water interface. A numerical model of a coupled, stratified, two-phase, turbulent flow has been developed as part of a larger study of the growth of waves under wind action. The model has been applied to the case of the coupled air-water flow in the Standford Wind Water-Wave Research Facility. Comparison of the model results with experiments show that the model predicts mean profiles of velocity, turbulent kinetic energy, and dissipation that are in very good agreement with available data. The mean profiles generated by the model will be used as a basis for a linear-stability model of wave growth.
