Target Prioritization to Optimize Expected Utility for a Simple Battle Scenario

The U.S. Army Ballistic Research Laboratory has been researching innovativemethodologies directly applicable to the problem of target value analysis (TVA) (i.e., assigning values to targets for the purpose of developing an optimal target engagement ordering). The problems associated with assigning target values as an aid in target selection have been examined by many approaches by other government agencies and contractors. Here the problem is examined from the standpoint of optimizing some utility function (i.e., maximizing more desired tactical objectives). Expected values of utility functions are derived in terms of the two chosen research parameters, target threat and target vulnerability.
