This study reports the lessons learned from the U.S. Army Corps of Engineering(USACE) Modernization Program. USACE has developed a proven methodology for successfully modernizing information systems. Its experience provides some valuable guidelines for agencies wishing to pursue a successful organization-wide process to deploy information systems.
