The Army is reducing and reshaping its force structure to adapt to the nation'schanging defense needs and budget constraints. In response to these changes, Army Materiel Command (AMC) will submit facility realignment and closure recommendations in FY93 and FY95. This thesis develops a bi-criteria mixed integer programming model with the objectives of minimizing operating costs and maximizing a measure of military value to assist AMC in the generation of alternative realignments. Realignment of depot maintenance, research and development, test and evaluation, and administrative functions are considered on 32 AMC installations. An extensive empirical study demonstrates the applicability of the developed approach.
