Total Quality Management in the United States Army Corps of Engineers.

This thesis presents an analysis of the implementation of Total Quality management (TQM) in the U.S. Army Corps of Engineers. Total Quality Management is a management philosophy that emphasizes customer satisfaction, employee empowerment, and continuous improvement. Although TQM first gained prominence in the private sector, it is the growing public sector successes that led to its adoption by the Department of Defense. The Army Corps of Engineers has yet to formally adopt TQM. An analysis of the Army Corps of Engineers Divisions and Districts who have adopted TQM is presented in this thesis. Common success trends and pitfalls were identified among the data pool. Comparison with the implementation guidelines of the Department of Defenses, Department of the Army and Chief of Engineers is presented in an overarching view of how TQM should proceed in the Army Corps of Engineers. Conclusions and recommendations are presented based on the analysis.
