Reconstitution of Nuclear Weapons Production Capability: Should We Maintain theSeparation Between Civilian and Military Assets

The U.S. separates its military and civilian nuclear complexes to the maximumextent possible as a matter of national policy but at considerable cost, in dollars and flexibility. This paper reexamines the need to maintain that separation, particularly for contingencies. It discusses the possible need for reconstituting a nuclear force and the ability of the civilian industry to provide technical support. It formulates and evaluates-technically, politically and economically--a number of options for meeting a reconstitution requirement. The paper concludes that the civilian sector has no ready capability to support a reconstitution requirement. It recommends several steps for the Department of Energy to take to insure a reconstitution capability and at the same time foster some civilian objectives.
