The U.S. Army Defense Ammunition Center and School (USADACS), ValidationEngineering Division (SMCAC-DEV), was tasked by USADACS, Transportation Engineering Division (SMCAC-DET), to rail impact test U.S. Air Force (USAF) chains used in retaining extruded aluminum containers in a side-opening International Organization for Standardization (ISO) container (see USADACS Test Report No. 93-08, Transportability Test of Extruded Aluminum Containers Secured with USAF Chains in a Side-Opening Container). The test resulted in failure of the tiedown securements located in the floor of the side-opening ISO container. Failure of the securement rings was noted at rail impact speeds of 6 miles per hour (mph). The tiedown failure during testing of the light load (approximately 5,000 pounds) provided a signal that the tiedowns could be inadequate. To verify the procurement requirements in Procurement Contract No. 61546-86-RO188, which states that each ring will be able to withstand a pull of not less than 6,000 U.S. pounds at 45 degrees from the vertical plane, static pull tests were conducted on three tiedown rings. Test results were as follows: the ring material deformed at less than 5,000 pounds static pull; the clamp holding the ring to the floor deformed at less than 5,000 pounds static pull; and the fixture which holds the ring to the container side rail separated at 9,500 pounds static pull.
