Simulation Utility Management System (SUMS): User's Manual.

This research project produced a multijob/force-level analysis model with supporting software. Incorporated in the Simulation Utility Management System (SUMS) are the abilities to: (a) determine optimal force structures given endstrength, continuation rates, and an applicant pool; (b) allocate personnel within a dynamic multijob system; (c) assess the interdependencies among utility estimates in the multijob system; (d) investigate tradeoffs between single job and overall force-level utilities; and (e) perform sensitivity analyses of the effects of changes in enlistment standards and other personnel policies on single and total system utilities. SUMS provides the user with the capability to affect personnel programs such as: enlistment standards, job classification standards, promotion policies, and force-downsizing policies.
