The Director of Information Management (DOIM) organization has the mission, withits duties and responsibilities, to satisfy installation users information management requirements. The DOIM's ability to carry out the automation or information management systems portion of that mission is being diminished by ongoing DOD initiatives and other factors (i.e., budget reductions, DOD drawdown, and antiquated infrastructure). Initiatives such as Corporate Information Management (CIM), Defense Business operations Fund (DBOF), and Defense Management Report Decisions (DMRD) are aimed at improving service quality and organizational effectiveness and efficiency. They share common features like 'business process improvement'; yet may implement unique actions like personnel reductions or eliminations. Each impacts in some way on the DOIM's ability to accomplish its Information Mission Area (IMA) mission, along with above identified factors that operate within the information management environment. This study examines the DOIM organization within the framework of the CIM initiative, looking at the major factors which decrease organizational effectiveness. It attempts to find opportunities where the DOIM organization can eliminate duplication of effort and focus on an accomplishable mission, within today's constrained resource levels.
