This monograph evaluates the tactical implications of the Heavy Division CombatAviation Brigade under the Aviation Restructure Initiative (ARI) force design. It begins with an examination of US National Security Strategy and National Military Strategy changes in response to the evolving geostrategic environment. It then traces the development of Army Aviation force structure from its embryonic roots, 6 June 1942, as a logistical support asset, to its present day status as a combat arms maneuver branch. ARI is then analyzed using the Battlefield Operating Systems as a structural framework, to determine the tactical implications for the Heavy Division Combat Aviation Brigade. Finally, it concludes that ARI is not the optimum force structure. It is, however, a significant improvement over the austere structure of today, although it falls short in resourcing for sustained combat operations. Historically, the Army has adapted to change in its environment by altering its force structure. ARI is the Army Aviation force structure for the 21st Century. It is foremost an answer to resource constraints, and then a solution of compromise which balances warfighting and technology.
