Analysis of Weapon System Readiness for Operational Testing.

The purpose of this thesis is to analyze Army weapon system Operational Tests Evaluations (OTE) that have been conducted at Fort Hunter-Liggett, California. Four weapon systems were reviewed and analyzed including: the ADATS (LOS-F-H) air defense system, Avenger (Pedestal Mounted Stinger) air defense system, OH-58D (AHIP) scout helicopter and the Apache (AH-64) attack helicopter. The most common issues that Program Managers encountered in preparing their systems for operational testing were identified. A comparative analysis provides a summary of these problems and the reasons they occurred along with proposed solutions, enhancement observations, and 'lessons learned' that should be useful to Program Managers. This thesis concludes that Program Managers need to place greater emphasis on preparation for operational testing with attention on the areas of test schedules, technical manuals, resources, and user training.
