摘要

The U.S. Air Force has determined that a Supplemental Environmental Assessment (SEA) is needed when changes to the Proposed Action involve changes in environmental impacts, or when there are new circumstances or information relating to environmental impacts. Therefore, pursuant to the Council on Environmental Quality regulations for implementing procedural provisions of the National Environmental Policy Act (NEPA), Title 40 of the Code of Federal Regulations (CFR) 1500-1508; Air Force Environmental Impact Analysis Process (EIAP) regulations by 32 CFR 989 and Department of Defense Directive 6050.1, the Florida Department of Transportation (FDOT) has conducted a SEA (2013 SEA) to identify and assess probable environmental consequences for the design changes associated with the Proposed Action. The Proposed Action was identified in an Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) dated December 7, 2010 (2010 EA). The Proposed Action entails construction and operation of a new interchange at U.S. Highway 98/State Road (S.R.) 30 and Cody Avenue intersection located at the main gate entrance to Hurlburt Field in Okaloosa County, Florida. Per 40 CFR 1502.21, the 2010 EA and 2013 SEA are incorporated by reference into this FONSIIFONPA.
