Strategy and the Revolution in Military Affairs: From Theory to Policy

The authors view the world to be at the beginning of a historical transformationin armed conflict. If American national security planners are to make appropriate strategic decisions, it is important that they understand what is meant by the 'Revolution in Military Affairs' (RMA). The authors examine open-source literature on the RMA and find that much of it concentrates on defining and describing military revolutions. They believe that in order to master RMA, theoretical underpinnings, strategic implications, core assumptions, and normative choices must be debated. As a step in that direction, the authors provide a set of hypotheses regarding the configuration and process of RMAs and examine some potential policY implications.
