National Wetland Mitigation Banking Study. Watershed-based Wetlands Planning: ACase Study Report

This report suggests that watershed-based wetland planning efforts might beloosely grouped into those that are 'protection-oriented' versus those that are 'management-oriented.' Protection-oriented plans are defined as those with a primary focus on the wetlands resource. By contrast, a central theme of management-oriented plans aims to accommodate development with wetlands management, trying to achieve a particular watershed vision for all land use, including net loss of wetland functions. This report describes case studies of watershed-based wetlands planning. The goals, scope, and circumstances surrounding these watershed-based wetland plans differ greatly. The cases were selected because they illustrate a range of issues associated with integrating wetland management and watershed planning, and a variety of planning approaches.
