Reengineering Army Installations: A Systems Approach

The Army is making the Chief of Staff's vision a reality; however, decreasingfunding makes this increasingly difficult. Fundamental changes are required now. Installations, the second largest category of funding, hold great potential for efficiencies and savings. This paper addresses the actions necessary to achieve this and provides specific immediate, intermediate, and long range actions. The Army must gain maximum efficiency by creating a system for professional management of installations. Then, it must reduce the costs of installation operations through privatization. Finally, long term savings can be gained by closing and realigning bases to better reflect the current force structure. Implementation of the recommendations in this paper will provide more efficient installations while saving the Army in excess of $1-3 billion annually and releasing 15,000 soldiers from installation duty.
