摘要

The Deputy Secretary of Defense (DEPSECDEF), Dr. Ashton B. Carter, asked the Defense Business Board (hereinafter referred to as the Board ) to form a Task Group to evaluate how successful executives of large and complex corporations plan, implement, and maintain strong performance, especially during periods of reduced resources and/or significant changes in the marketplace. The Task Group was also asked to identify strategies and practices, together with performance metrics, that could be used by DoD leadership to address its current challenges. See Tab A for a copy of the Terms of Reference (TOR) outlining the scope and deliverables for the Task Group. The DoD currently faces an extraordinary confluence of management challenges, mounting costs, and budget reductions, all while continuing to provide for the national defense. The Task Group viewed this as an opportune time for DoD leadership to shift from a culture of spending management to modernized, cost-based management and to make necessary changes in the Department s organization and operations that would not normally be politically possible. The Task Group s recommendations include best practices on reducing costs without degrading core DoD missions.
