By using the double-layer 2D electron-hole model the incommensurability having the stripes structure is explained. The local polarization P-local determines the IC period D by the neutralizing condition P-local D-2 = e, which is closely connected to the coherence length in the nb-plane. The distance between the double layers shows the short coherence length in the direction of the c-axis. The small isotope effect in HTSC can be explained by the present model; it is smaller in YBCO than in LSCO because the value of D is smaller in the former. (C) 2000 Published by Elsevier Science B.V.
