Preventing industrial accidents by reduc- ing risk on-site is not enough, according to Nicolas Dechy, a French engineer who specialises in assessment of organisation and human safety factors. In a presentation to the University of Sydney Chemical Engineering Foundation recently, he said that land use planning is needed to reduce risk where industrial sites are located close to urban areas.
