New Delhi-Itochu Corp. and Mitsui & Co. have submitted an offer to India's Oil and Natural Gas Corp. (ONGC) for a 25% interest in ONGC Petro-Additions Ltd. (Opal), local and international sources said. ONGC earlier this year said it had reduced its list of possible partners in the project and was focusing on talks with Itochu, Ineos and LyondellBasell (PCN, 23 Mar 09, p 3).
