Reports issued Feb.19 by the University of Massachusetts Lowell's Center for Sustainable Production point out the limitations of federal policies on toxic chemicals and options states have to address those limitations.One report-Presumption of Safety:Limits of Federal Policies on Toxic Substances in Consumer Products-points out weaknesses in TSCA,the Federal Food Drug and Cosmetics Act(FFDCA),the Consumer Product Safety Act(CPSA)and the Federal Hazardous Substances Act(FHSA)that limit how well the statutes protect the public from toxic chemicals.
