Should the states be allowed to impose more stringent safety and security measures if they choose to?

I think it can work either way,somebody just needs to do it.The benefit of federal oversight is the verification that it's being done.The states always have the right to be more stringent,and that's always been the case.I just think where there is no federal coordination,and I think that's what needs to happen,there needs to be some kind of organization established that integrates [federal,state,and local responses].
