SEATTLE - Negotiations at the World Trade Organization meeting in Seattle last week collapsed late in the evening Dec. 3 as delegates from 135 countries were unable to agree on an agenda for a future round of trade talks. Third World countries' complaints about the WTO process and European Union concerns about agriculture issues made it impossible for ministers to reach consensus on a declaration.
