This paper is the continuation of our recently published paper [S. Jovicevic, Phys.Essays 18, 518 (2005)], so the two papers should be treated as an entirety. Basedon the hypothesis of a discrete vacuum structure, the local form of the field equa-tions related to a single etheron is given. This conception of the electromagneticfield in a vacuum leads to the invariance of the field equations with respect to theGalilean transformations. The mass-velocity dependence law, as well as the totalenergy of a particle, is derived within the classical space-time concept
