HMC-2 is one of the four main measurement sub-committees of the Energy Institute (EI) Hydrocarbon ManagementCommittee (HMC) and was formed in 2010 when the Marketing and Distribution Measurement and the Refinery Loss Control committees were combined. This recognised the many common technical themes, including static and dynamic measurement, facilities balances, product quality control/management, emissions and other environmental issues.In addition to developing and maintaining gantry metering and proving standards, the HMC published a fully revised second edition of HM32 Guide to product hydrocarbon management at marketing terminals in 2007. This document provides advice on operational and procedural measures for the control of both apparent loss (ie that caused by measurement errors and incorrect or inadequate accounting procedures) and physical loss at petroleum storage installations, including airports, where product is received, stored and despatched by pipeline, sea, road or rail systems.
