UK Energy Minister Brian Wilson has announced that UK oil and gas companies, working jointly with the Department of Trade and Industry through the Pilot government/industry partnership, have agreed a new comercial and legal fraqmework-known as the Master Deed-to speed up the transfer of North Sea ssets and pave the way for new entrants.
