Refinery and terminal loss management

The Refinery Measurement Database Committee of the Energy Institute - HMC-2A - was established in 1985 as the PML-5 Refinery Loss Control Committee and began data collection and analysis to an agreed format in 1989. The Committee is made up of refinery operators from the main HMC-2 Refinery and Downstream Measurement Committee.
