The Energy Institute's (El) Hydrocarbon Management Committee (HMC) produces guidance covering petroleum quantity measurement, handling and quality issues. Organisation The HMC has recently reorganised into four sub committees with responsibilities as follows: · HMC-1: Upstream · HMC-2: Refineries and downstream · HMC-3: Cargo transfer · HMC-4: Transportation The committees meet once or twice.. per year and in the meantime, individual work items are progressed by Work Groups which comprise committee members and additional experts with a specific interest in the work. External contractors or consultants may be employed to draft documents or to carry out development work.
