Europe is facing a decline in hydrocarbon resources, a loss of competitiveness to Asia and increasing dependence on Russian gas supplies, not to mention the ever present eurozone crisis that could still splinter the European Union (EU). However, it remains convinced of the rectitude of its environmental and climate agenda. This was the opening sentiment of the European energy policy patchwork, a section of a recent paper on the changed geopolitics of energy and climate by Clingendael, the Netherlands Institute of International Relations.
