Time for a 'Plan B' for climate change policy?

Europe must rethink its approach to tackling climate change, according to a new report from think tank Policy Exchange. Entitled Climate change policy: Time for Plan B, the report claims that European climate policy does little to persuade other countries, especially China and the US, of the need to sign up to ambitious carbon reduction targets. It insists that while the European Union (EU) should retain its existing 2020 emissions reduction targets and its high level of ambition on longer-term decarboni-sation, there needs to be a stronger focus on lowering the costs of climate mitigation at a global level.
