Joint ventures are increasingly being seen as the way forward to achieving added value to Libya's resources and promoting economic development.An example of the mega-deals now being agreed include Russian-based RUSAL-the world's largest aluminium and alumina producer-recently signing a joint venture agreement with the Libyan State Economic and Social Development Fund(ESDF)to develop an energy and metals complex in Libya.The deal sets out a plan to develop an aluminium smelter with a capacity of 600,000 t/y and a 1,500-MW natural gas power station.RUSAL owns 60% of the joint venture,with the Libyan government retaining a 40% stake.The natural gas for the complex will be supplied by the National Oil Company of Libya(NOC)under a contract intended to extend to at least 30 years.The aluminium produced will meet domestic demand as well as supplying European markets.
