GOVERNMENT plans to create a giant state-owned oil and gas company,by allowing Gazprom to swallow up state-owned Rosneft by early 2005,show little sign of advancing.Scandal surrounding Rosneft's acquisition of Yukos'Yuganskneftegaz production subsidiary,at a legally questionable auction in December,has stalled progress on the transaction.There is a slim chance that it might be derailed altogether.
