China’s state-owned oil firm Norinco has won approval to build a new 300,000 b/d refinery and petrochemicals complex in Panjin, Liaoning province. The project will cost 92.4bn yuan ($15.1bn). Construction will take three years, meaning that the facility could come on stream in 2018.
