Cash-strapped Venezuela is prioritising food imports in exchange for oil in its increasingly strained regional relations, before key legislative elections. Replenishing basic goods could help the government drum up support ahead of the 6 December vote — the first that President Nicolas Maduro’s government will face since the drop in oil prices over the past year has cut into the country’s revenues and investment.
