Russia’s Duma will this autumn con- sider tax breaks proposed by the gov- ernment for hard-to-recover reserves, according to Pavel Kondukov, offshore oil and gas director at Pepeliaev Group, a legal firm advising the Duma energy committee. The breaks were first pro- posed by President Vladimir Putin — then Russia’s prime minister — in May last year, which prompted oil firms to start exploring their unconventional reserves. But the government was slow to put together a bill because the firms sought a system of concessions for cer- tain formations, rather than the system originally proposed, which was based on reservoir permeability.
