Costa Rica throws out refinery study

Costa Rica’s plan to build a 65,000 b/d refinery in partnership with China’s state-owned CNPC veered off course after the controller’s office tossed out a feasibility study for the $1.5bn project. Costa Rica’s state-owned oil firm Recope and CNPC formed a 50:50 joint venture, Soresco, in 2009 to upgrade and expand the 25,000 b/d Limon refinery. Once built, the refinery will be leased to Recope for 15 years.
