“No nation should use energy to stymie a people’s aspira-tions.It should not be used as a weapon,”US secretary of state John Kerry says.Of course, the US did just that when it imposed sanctions on Iran’s energy sector and threatened to take action against banks in countries that refused to heed Washington’s call to cut their Iranian oil purchases. The EU did likewise when it placed an embargo on Iranian oil. Energy producers with economies that are overdepend-ent on export revenues are at most risk if their customers can turn the energy weapon against them. The latest exam-ple of this is a threat by the EU,encouraged by the US,to target Russia’s energy sector if Moscow makes further incursions into Ukraine. And Moscow is now explicitly bringing natural gas supplies and pricing into the crisis.
