Opec shows no sign of abandoning a policy that puts production and market share ahead of oil prices and revenues. The US shale oil output that prompted Opec’s radical policy shift last year is still being driven by access to capital rather than the price of oil. With oil prices expected to stay lower for longer as a result, the majors face their own choice between oil or money. Their future production growth is put at risk to defend the shareholder dividend.
