Mexico energy reform faces delay

Mexico looks likely to miss a 20 April deadline for the passage through con-gress of legislation on the country’s wide-ranging energy reforms. The government is yet to submit a package of secondary legislation that is required to implement the reforms,a cor-nerstone of which is the dismantling of state-owned Pemex’s upstream monop-oly.Lawmakers are considering conven-ing a special session in May to tackle the critical legislation.The government pub-lished some aspects of the proposed laws as part of its national energy strategy at the start of March,but there is little clarity on the details(WPA,7 March,p10).
