Admitting the problem is the first step in dealing with any addiction. So it would be wrong to underestimate the significance of the post-2020 emissions reduction targets pledged by the US and China on 12 November. The two countries account for 45pc of global greenhouse gas (GHG) emissions but neither was willing to act previously without a credible commitment from the other (see p3).
