摘要

President Barack Obama is renewing his call for the US to address climate change. But Obama’s decision on the progress of the proposed Keystone XL crude pipeline could be the next test for his environmental legacy. Obama used his second inaugural address on 21 January to resurrect the climate policy debate, an issue he largely sidestepped during his presidential campaign. Obama insisted that the US will “respond to the threat of climate change, knowing that the failure to do so would betray our children and future generations”. He challenged climate change sceptics who “deny the overwhelming judgment of science”, saying “none can avoid the devastating impact of raging fires, and crippling drought, and more powerful storms”. Even as US oil production increases at a record
